I did a tutorial that covered photo projection in After Effects. I was unable to render it in time because I accidentally did something to make it only render the first frames, instead of seconds.
The way that photo projection works is that you have a camera directly in front of a 2d image. A light is pointed through the image. The settings make it so the light casts a "shadow" / projection against other surfaces in the scene. The other surfaces are manipulated in 3d space to resemble the scene in the photograph. With the photo projected onto the surfaces, a camera can move through the scene.
